This is inadequate to regulate floating cottages that are rented out - by changing tenants every week they can slip under the regulations. Also, the method of disposal of black water must be specified and subject to inspection. Also any such floating residence designed primarily as a cottage and not a mode of transportation with overnight accommodation should pay municipal taxes at a daily rate set by the municipality at the nearest shore.
