First off, I am an American sailor living in Michigan and keep our boat on Lake Michigan.

My wife and I are retired and take 5-7 weeks in the summer and cruise our sailboat. One of the joys of our hobby is visiting Canadian waters. We have cruised in the North Channel, Georgian Bay and Lake Erie. It is arguable the North Channel is the premiere cruising grounds in North America. It is one of the finest in the world, I have sailed in the Carribean, Greece, Australia and Sea of Cortez. I can attest to that.

It appears you're proposed regulations are aimed at permeant live abroads. Cruising boats are just that "cruising " boat that travel to different places and enjoy the scenery, towns and people. The restrictions on anchorages near buildings is very restrictive and probably too restrictive. Moving locations could be extended to longer distances such as 1 or 2 kilometers.

Your proposal would damage the small towns that no doubt depend on moneys spent on food, fuel, dockage and entertainment.

If your proposal is adopted, I would have to reconsider how I would spend my time and money. I would probably spend my resources in home waters.
