The results of these changes work in opposition to the goals. By forcing people "camping on the water" to move more frequently and to different areas, you're further spreading the environemental impact that would otherwise be localized to fewer locations.
Further, the cost to monitor and enforce these changes are inconsistent with the proposed goals.
