With regard to the seven day stay, you should ad a weather clause, it may not be possible to move a vessel if the weather is unsuitable for that vessel to move.
The seven day stay is fine for most boaters, I can see where some people may need longer if company is coming and going. A 10 or 14 day stay may be more appropriate.
The wording about not anchoring near an established dock ect is going to be an issue, it looks like you are protecting cottagers and its in conflict with federal water regulations. I can see the headlines "Doug Ford keeping boaters from his cottage"
A clause should be added about vacant vessels. A responsible person must be aboard, or vessel may not be attended for "X" period of time. I know some boats are parked and the owners come up on weekends. This is not acceptable because we know they are dumping sewerage into the water.
