I agree that the Province needs to strengthen and tighten the laws for camping on the water.
As all citizens of our Province own the water, it would only be prudent to treat camping on water similar to camping in Provincial parks. An annual pass or daily rental permit should be required similar to camping at such parks as Sandbanks or Algonquin . This revenue would be available for the policing of these units and to pay the associated costs of administering the rental.
