I find the proposal to reduce the maximum stay from 21 to 7 days in one calendar year to be too restrictive. While I agree that there should be a maximum stay of 7 days at any one location, I think it should be within 30 days, i.e. after staying at one location for 7 days, one must stay away for at least 30 days before coming back for another maximum of seven days. I think that where the houseboat use is tied to a visit to a friend's cottage, they should be able to come back for another stay.
Secondly, why not allow a houseboat to be closer than 300 metres to a land based use if approved by a owner of that land based use?
Thirdly, with respect to the distance required to move being increased to 1,000 metres, I find that a 900% increase in the distance is quite a significant factor. If there is a situation where a houseboat had to move after 7 days and there were other cottages on land nearby the original site, the houseboat operator would, in effect, have to stay 300 metres away from those land based uses and would therefore push the houseboat at least 300 metres away from the original location so this requirement is duplicative and not needed where there are other land based uses.
Where there are no land based uses (cottages, etc) adjacent to the original site, the houseboat operator should have to move, but from an environmental/capacity perspective, is 1,000 metres justified? I'm not sure, but if it isn't, why not make the move from the original location consistent with the 300 metres from any land based uses, i.e. the houseboat operator has to move at least 300 metres from the original location (and by virtue of the other proposed regulation at least 300 metres from any land based use)???
