I am very much agreement to each of your suggested changes but I would like to provide a rationale regarding the potential discharge of grey water into our water bodies that is still not illegal. These types of water borne "dwelling units" would no doubt perpetuate this basically unfair situation that requires "environmental consistency - on land and on water.

Analogy
Family of four on a "dwelling unit". In this case on land. Black water is regulated. Grey water is regulated. Environment protected.

Family of four on a "dwelling unit" which happens to be a floating unit on a barge. Black water regulated. Grey water is not so discharge to water body is entirely legal. This, even though tests of these discharges show up to 30% salmonella bacteria in these samples (presumably from washing raw chicken.)

Now - family of four on a dwelling unit (land) runs a pipe of grey water down to waterfront to a boat, across the gunnels of the boat (attaching with clamps) and suddenly this discharge is now legal because it is now a boat discharging grey water not a dwelling on land!

Although plainly ridiculous it is legal and it illustrates the inconsistency of NOT regulating boat discharges (from dwelling unit boats). Fair is fair for a "dwelling unit" regardless of whether on land or on water.

We all share a responsibility of not despoiling "the common" whether that "common" is on land or on water. Therefore regulations must be consistent on land and on water for the benefit and protection of all.
