There is no need to make these changes. Government needs to stop exercising more control of the people. Unless there is a danger to the individual vessel, other vessels, navigation or the environment - a vessel should not be required to change its mooring position at all. Doing so would only risk disturbing the lake/riverbed ecosystem and risk putting vessels in danger from an already secured mooring. Quit trying to find ways to oppress citizens for the sake of more control/revenue. It's disgusting!
