I believe your proposed changes do not go far enough to ensure that floating container cottages will be prevented from littering our lakes and causing upset to shoreline land owners.
These container dwellings are floating homes and not vessels and they should be designated as such.
In November 2001, Transport Canada issued a document that governed the use and construction of floating homes in Victoria Public Harbour, British Columbia. By designating these structures as floating homes rather than vessels, more control can be exercised over them by local governments regarding the location of them, taxes, proper sewage disposal and things such as noise bylaws.
