The goal of the technical standards approach that is used by the Ministry is reasonable provided the location of the use is appropriate and the zoning standards are satisfied by similar business activity in the area.
The implementation of best available technologies and practices over time is sensible and supportable if the practices are applied to control the intensification of uses previously permitted or that lawfully exist.
However, there is a need for more stringent controls for new, different and more obnoxious uses introduced in the industrial area.
