I am completely opposed to this proposal and frankly shocked that it would even be brought forth. These barbaric practices were phased out in 1997 for good reason. Why on earth would we go backwards and perpetuate these cruel places to continue and even expand? This is such a shameful situation. Not only should there be no extension of licenses and additional ones given out, but the existing facilities that were grandfathered in should be shut down immediately. These "facilities" have absolutely no place in a modern, civilized world. Conduct a survey and you will find the vast majority of people are opposed to this practice.
