This submission is on behalf of Kinectrics. We are grateful to have the opportunity to submit comments on the findings of the P2D study and we would like to express our strong support for the development of nuclear energy in Canada. As a leading organization in the energy sector, Kinectrics firmly believes that nuclear power has a vital role to play in Ontario as well as Canada's energy future.

As a privately held, Canadian company, headquartered in Ontario, with over 1300 employees and offices world-wide, Kinectrics is very encouraged by the work being done by the Government of Ontario in proactively providing a vision and a pathway to transition to a low carbon energy future.

As Ontario continues to be a leader in a building a carbon free economy, we see a tremendous opportunity for Ontario based companies to become world leaders, exporting technology to support global de-carbonization, while directly benefiting Ontario businesses, taxpayers, and communities.
Regarding question 1, What are your thoughts on the appropriate regulatory requirements to achieve accelerated infrastructure buildout? Do you have specific ideas on how to streamline these processes?
We strongly agree that regulatory, approval and permitting processes need to be streamlined. Our clean energy future requires a flexible regulatory environment. It is imperative that the federal and provincial governments work together to enable policy and regulatory mechanisms to support the timely readiness of future clean energy sites and de-risk potential investment decisions.
In order to explore large scale, clean energy projects, private sector investors require the appropriate cost recovery mechanisms to undertake the necessary pre-requisite studies and impact assessments. As per the P2D report, the Ministry of Energy should work with the Ontario Energy Board (OEB) and the IESO to develop a process to recover pre-development costs for OEB-regulated and IESO-contracted projects respectively, in particular incremental nuclear power generation which is subject to a lengthy federal regulatory process.
To meet the demand from increased electrification and maintain reliability, affordability, energy security and sustainability, options for new nuclear development must be enabled now, with supporting cost recovery mechanisms in place to advance studies and impact assessments. We recommend priority be placed on existing nuclear generating sites and brownfield industrial sites to leverage the efficiencies and advantages that may not be seen with new sites in new communities.

Regulatory streamlining and recovery of upfront costs will enable proponents to commence the extensive federal requirements for evaluating and permitting incremental nuclear generation in Ontario.
