Should the electricity system aim to achieve zero emissions ?

Yes – there is no choice. Climate change must be the #1 priority.

Are you concerned about the cost?

Yes - the price of electricity will go up. But it would not go up so much if they did not supply heating. It is nuts to burn hydrogen to supply heating.

Any ideas on how to minimize the cost?

District Heating. It's used everywhere else where it gets cold in winter. Why not Ontario? The province needs to listen to cities and neighbourhoods and employ consultants who have a clue about district energy… There is too much narrow thinking. Think out of the box. Electricity is too expensive to use for heating.
