This is a reckless and inhumane idea. It's also appalling. The liability around this and what would happen to other animals, including other dogs and who is responsible. Not too mention psycho and sociopaths are the individuals who would be drawn to this. Dogs are not naturally trained to do this and would require invoking violence and who monitors this - those idea also has no accountability. Other animals will fall pretty to dog attacks. Dogs in the areas will be off leash and defecating throughout areas.
