This is an absolutely barbaric and inhumane proposal. No more of these licenses should be issued and this practice should be entirely phased out, as was the plan. There is no good reason to bring back a distinctly cruel practice that was well on its way to being stopped completely. This practice does nothing but brutalize wildlife, giving them no way to escape and making sure that their last moments are absolutely terrifying. We should be taking strides to better protect our wildlife and environment, not legalize the torture of these animals.
