Adopt this policy as fast as possible, and limit transition so that we are not collectively impacted by the egregious timelines associated with adapting to the change. Rip this off like a bandaid, and simply allow reasonable interpretation across obvious municipalities (where the market forces will drive growth) to subsequently drive the implementation of more homes faster.
