Make Bigwind a true wilderness park akin to say Brent in Algonquin. Have NO electrical sites, sites that are large enough to accommodate a tent or SMALL trailer not the homes on wheels that are becoming more popular in parks, ban generators, have fewer more spaced out secluded sites. As for water activities restrict it to small out board motors only.
If you are wanting to build cabins consider having them in a separate area similar to what killarney has vs mixing them in with non roofed accommodations ie campsites.
Also consider having a # of back country sites within an easy canoe of the campground so that people interested in trying back country camping can do so safely. Tying into to this consider offering full outfitting services here to make it a 1 stop shop for those wanting to do back country but may not have all the gear.
