According to the MECP a Category 3 is "water takings are anticipated to have the highest potential of causing unacceptable environmental impactor interference". The Oro Moraine is where most of the residents of Oro-Medonte get their water. This proposal would allow Sarjeant to consume up to 130 million litres of water per year from aquifers on the Oro-Moraine. This is a significant quantity of water and when combined with other aggregate producers and other heavy users (eg: water bottling) in the vicinity, place a huge drain on these aquifers.
