A municipality needs to have flexibility when considering an option to increase development in a rural area, including the creation of one or more residential lots on a farm property. Instead of being constrained by a particular zoning designation, a proposed severance on a property, including a farm, should be evaluated based on whether it fits with other existing housing in the surrounding area or the severance uses an area of the farm where the land is not as productive.
