It would seem the impetus for this modification to include a much broader range of hazardous waste is simply to reduce the cost of mandating an ECA and instead allowing the self licencing aspect of the EASR which virtually anyone can apply for online with virtually no oversight and is completely reliant on the honesty and self adjudicating abilities of the applicant. I'm quite certain the disposal and cartage businesses related to disposal and handling of hazardous waste are upright honest citizens who would never think of cutting corners, but I would fell much more secure knowing that the ECA process may have vetted the ones who are simply interested in making a buck.
