Flowering rush is proposed to be classified not as a prohibited species, but as a restricted one with supplemental terms that allow it to be possessed. That possession exception is a mistake; flowering rush should be a full-on prohibited species now. Otherwise the Province is missing a chance to get ahead of this environmental time bomb. It's not yet widespread in Ontario, but based on the calamitous experience of the Winnipeg River it will be, and its impacts are total, and dealing with it will make controlling water soldier (a prohibited species) look like child's play.
