It seems your process is consumed with licensed well owners who have been diligent with all compliances put forth. While notably there are concerns, I feel your Staff would be much more useful applying there efforts more towards unlicensed well owners & abandoned wells witch could be in the 10's of thousands
Why don't you leave us legal operators alone.
