------>Does it not make sense to have application/assessments/approvals or denials up front to ensure that safety of the public and environment is protected vs backending these potential violations with Audits? Invest in the personnel and approval systems upfront, so that audits and violation investigations are less required than if only backended. You are aware of the adage 'it is easier to get forgiveness than approval'---do you not think this is what these waste management system companies will do??? On the topic of hazardous spills, where the PC Gov't is going to waive the liability requirement for spills but to have the transporters only carry $500K of insurance in the event of a spill. What if the insurer refuses to pay because the company was in breach of X, or Y.... OR the spill costs $1-2Million or move to clean up, which is highly likely -- are you planning to have the taxpayers stuck with those additional costs? That is totally unacceptable.
