Welcome to climate change mitigation- making changes that can stop damage before it occurs, and also deal with damages that do occur (adaptation). One fact of life in our new climate world is the size, the frequency and the destruction capacity of storms. More and more we realize our turn may be next, as nearby cities and towns face catastrophic flooding and damage. - And that has to do with Expanded Permit by Rule for Stormwater management? VERY MUCH SO!
As stormwater accumulates in downpours, it has to go somewhere. As it rushes over land it picks up agricultural sediments, chemicals, even sewage- Its path leads to rivers, creeks and lakes, as well as into human water systems and homes- Stormwater management is a job that is absolutely crucial today. There are very specific requirements, specific training, expert-designed systems and critical human and environmental protections necessary. Rogue stormwater can destroy a river ecosystem, as well as prove extremely hazardous to humans through water contamination.
We need scientific standards applied to every community's stormwater planning, we need public oversight, government evaluation and monitoring, right of appeal, and fines that reflect the level of damage when accidents occur, through negligence. In short, we need our government to attend to the safety of the residents of our province. This is absolutely NOT a place for expanded permit by rule where someone signs on the EASR that yes, indeed, they understand the requirements and will be responsible. This is human and environmental safety we're talking about, where science, standards and oversight are REQUIRED. I MOST CERTAINLY DO NOT SUPPORT EXPANDED PERMIT BY RULE FOR STORMWATER MANAGEMENT.
