I commend you on your proposed regulations, which appear to strike a reasonable balance between protection and use (harvest) of the threatened and disappearing Black Ash resource. Presumably there exists a mechanism to add municipalities to the list as EAB expands it's range and causes significant mortality in municipalities not currently listed. I am a landowner in Renfrew County and EAB has recently started killing Black Ash trees on my property. I also suggest adding some quantitative measures to minimize disagreement on what constitutes a "lingering ash"; for example, a tree that retains 80% of it's typical foliage with no epicormic "flush" at least 5 years after most (95%) Black Ash trees have been killed by EAB in a municipality, with those dates being published.
