The residents south of the Associated Paving have over the years repeatedly voiced concerns over the intermittent pungent smell the prevents the enjoyment of our properties. It is the duty of this ministry to provide the residents and business owners of nearby restaurants the information regarding the Emission Summary and Dispersion Modelling (ESDM) reports related to the quantity of harmful and potentially harmful chemicals to the residents that are affected.
In my opinion, to date, MECP and applicant have conveyed information ambiguously regarding the current complaints and measurements and sampling taken so far. It is very clear to myself and other residents that the "white" smoke like effluent from Associated Paving is the root cause of the smell, and yet, both parties don't appear to address this subject directly. Associated Paving appears to deflects the cause to the loading of the asphalt at various 'peak' times or the ministry had taken sampling when the wind is not in the direction of the sampling area.
It is in my opinion as a professional engineer, the ministry should conduct an independent emission analysis directly from the stack and carry out an ESDM survey when the wind carries the white smoke effluent towards the south residential and community park area for determination of the worst case chemical exposure at the proposed increased production levels. Residents should be given the detailed information regarding the composition and concentration of the effluent currently produced (and proposed increases by this application).
This application should be rejected until the odor issue is first addressed. It is the Ministry's responsibility and commitment to protect the environment and nearby residents. In addition, in my opinion, the residents should be compensated for loss of enjoyment of our properties and any acute or chronic health issues also compensated.
