The reuse rules for salt-impacted excess soil prohibit final placement within 30 m of a water body. Please clarify that if it is reasonable to expect that the soil will be affected by the same chemicals as a result of continued application of a substance for the safety of vehicular or pedestrian traffic under conditions of snow or ice, the prohibition for final placement of salt-impacted soil within 30 m of a water body does not apply. (For example, backfill of a road/sewer project in proximity to a culvert crossing).
