In reading the statements made as justification for excluding this proposal from a full environmental assessment, I find two significant direct factors that have not been considered and additional factors that would have negative consequences.
Direct factors:
1. The range of materials that was approved for the previous operation of this site was very limited. Proposed operations by York1 go well beyond that limited list and, further, no explicit preventive controls have been identified. Merely monitoring environmental impacts once in operation do not provide suitable protection.
1. The volume of operations in this proposal is far beyond the original site and appear to suggest that expansion to adjacent properties (now and future) would be likely. One cannot extrapolate from any prior assessment the actual impact from an environmental point of view.
Indirect factors:
1. Traffic volume entering the area will undoubtedly have an enormous negative impact on Dresden and area, causing physical road damage, noise, air pollution and severe impact to commercial and residential activities.
2. The odours and potentially chemicals will also severely impact enjoyment of property and recreational and cultural activities in the area. A further concern is impact to the watershed which includes the vital Thames River.
