There NEEDS to be a FULL…

There NEEDS to be a FULL Environmental Assessment done on this property and regional environmental area to prove the environmental damage this will cause to this area that is already zoned M2 365 Agricultural land where we grow Ontario's fresh vegetables.
Or better yet.. BILL 197 needs to be enacted on this proposal and town because this NEW landfill is less than 500 meters away from Town, as well as schools, homes and business's

What will happen is, if this proposal is approved, there will be 3000 home and business owners that will put up their homes for sale and with the lack of housing in Ontario, where does this government expect 3000 residents to move to because we refuse to live beside what will eventually become a MEGA dump / Landfill that York1 is proposing, because of the huge Hectares of land they are still trying to purchase.

I'm sorry, but these proposals from York1 is happening in the wrong area.
Our communities are not a willing host to this facility and the minister should NOT allow these proposals to go through on a well known Flood Zone that Dresden Ontario is.
For close to 100 years this entire area of Dresden is known for its famous flooding.
This proposed property is right in a flood zone!!!! and it will flood even worse than ever if a landfill, soil washing is allowed in this area.

Not only has York1 been lying to this entire town about NOT having a plan, when all you needed to do was a Freedom Of Information request to see they do have a plan.
The plan to open a a landfill on this site is severely flawed to be put on top of large oil and gas pockets.
York 1 has been lying to the province because they have drilled a well 6 meters and found gas pockets that have now damaged the local water wells of neighboring water wells.

If York1 plans on putting the equivalent of the Giza Pyramid on this land it will cause environmental damage that will never recover.

The town of Dresden already knows that the V.P of York1 has lied and has done insurance fraud through Aviva Insurance, to a neighbor and Waste Management Recycling Services, leaving them liable for damages if there an accident that had happened, because for 13 months the V.P of York has insured a property they do not even own, so they could transport what they have pulled out and cleaned up from their revised address for Waste Management to transport materials to the Watford Landfill.
If the V.P of York1 acted with such criminal and reckless disregard of their neighbors as well as Waste Management and Recycling Services, how can York1 be trusted they will not further act with criminal disregard towards this property and the residents of Dresden?
York1 has lied to the Province by submitting their proposals in with address for property they never owned and then to insure their project to a property they never owned for over 1 year.

York1 has even said they don't have plans for leachate run off however their plans actually show 2 leachate run offs through their berms directly into a ditch on Irish School RD that is fed by a creek, as well 2 berms flowing directly into Molly's Creek which is a protected green belt that is home to at least 80 endangered and species at risk, and flows less than 1 km into the equally protected Sydenham River.

This town of Dresden understand this Ontario government wants to destroy the environment and dismantle the St Clair Conservation authority by April 1st 2024, to allow big corporations to do whatever they want to ruin the environment, however this project is also less the 500 meters km away from their southern border of land they own to the Town of Dresden, our residential homes and schools.
Molly's Creek flows into The Sydenham River which also flows directly into Wallaceburg and Walpole Island Native Reserve and at no time has this government consulted with the local native reserves to get any approvals from them because they hold water right on the Sydenham River.

Why is York1 allowed to ship Toronto's garbage so far? In 2017 the Ontario government passed the Waste Free Ontario Act, the first step in imposing rules that would prevent businesses from shipping garbage to landfills.
There were complaints that Bill 23 would gut municipal planning, impose huge costs on municipalities, destroy wetlands, and hinder the creation of affordable housing, but this government won’t listen.
because they control the Ontario legislature and is using their majority to become more and more autocratic.

Most municipalities produce less than one kilogram of waste per capita per day, far below the North American average. But whatever progress municipalities have made with blue- and green-bin programs has been overshadowed by increasing waste from industrial, commercial and institutional bodies, which generate more than half the province’s trash.
Decades ago, the province introduced standards on groundwater protection, air emissions, leachate control, buffer areas – all issues that must be addressed during the environmental assessment process.
Landfill developers are targeting rural communities, and provincial policies enabled them to ignore local concerns.

This government party unveiled a “Made In Ontario Environment Plan,” which promised municipalities greater say in landfill siting approvals.
That led to Bill 197. Passed in 2020, it required that, prior to commencing an environmental assessment, a landfill proponent obtain a copy of a local municipal council resolution indicating that the council supports the project. If the site is located within 3.5 kilometers of a border with an adjacent municipality, the proponent needs to obtain a separate resolution from that council as well.

Our Chatham Kent city council voted they do not support this project 14-0 and the bordering municipalities also do not support this project according to Mayor Alan Broad with Dawn Euphemia.
As well as Sarnia Mayor Mike Bradley and his council also is against this project.

York1 claims now it to be a regenerative Recycling Facility but if you look to End by products Germany, Australia and New Zealand these types of facilities do not work.(link included)
This property was never a landfill it was always used as a Tile Yard and for limited incinerator fly-ash, and when it was closed in November 20,1980 there was a Provisional Certificate of Approval Waste Disposal site certificate that stated NO Operations shall be carried out at this site after 60 days from this condition becoming enforceable unless this certificate. including the reason for this condition has been registered by the applicant as an instrument in the approved land registry office against title to the site and a duplicate registered copy thereof has been returned by the applicant to the director.

Doug Ford stated in 2018 " As a former city councilor, I respect the right for local municipalities to make the decisions best for their communities," he wrote in a statement.
However, York1's own wording on proposals, is New Landfill. Why would you allow a new landfill this close to homes and schools?

If this proposal goes through, the cost to Ontario Health Care will sky rocket into the billions of taxpayers dollars, because there are over 2900 residents of this town Dresden, who all will become so sick with Cancers and Mesothelioma, lung issues and so much more, because a Landfill / Mega Dump was allowed to open less than 1 km from residential homes and schools, even when Bill 197 states no landfill / garbage dump should be allowed within 3.5 km away from residential homes.

Ontario Premier Doug Ford said that " his government supports allowing municipalities to opt out of landfill proposals in their jurisdictions. " We are not going to stick something in an area that people don't want, “ he stated.

The entire town of Dresden have spoken, written over 2000 comments that were mailed to the provincial proposal offices in Toronto, and we all say Dresden does NOT want this to happen in or near our town away because this company’s proposal has deliberately misled the Ontario government on what they can do on this property!!

Dresden is building New homes, and we don't need a landfill to stare out our windows at, just because Ontario is running out of landfill space.
Dresden is an agricultural community and we grow tomato's and corn for consumption. Nobody will eat vegetables grown here with asbestos blowing on it and leachate feeing their root system.

Dresden history is best known as the home of Josiah Henson, an African-Canadian abolitionist and minister whose life-story was an inspiration for the novel Uncle Tom's Cabin. The Henson homestead is a historic site near Dresden operated by the Ontario Heritage Trust.
Is this what York1 wants to bring to Dresden to celebrate Black history month??

Dresden It is a biological treasure located in southwestern Ontario.
It is the only major watershed that lies completely in the Canadian Carolinian Life Zone and it supports this amazing diversity of aquatic life and an incredible variety of wildlife, also known as biodiversity. At least 80 species of fish and is home to at least 34 mussel species and turtle species. More than 20 fish and mussels in Sydenham River are Species at Risk (SAR).

This area is a spawning zone for many fish including Walleye that swim to the great lakes.
Are people to catch poisoned fish and eat these from where a landfill spews poison into the waterways? How is that for the health care system to not realize your catching fish poisoned by landfill?

The watershed also supports many other semi-aquatic SAR including amphibians, turtles, Queen snakes, and dragonflies. Some of these species are found nowhere else in Canada or remain in only a few locations globally.
The Sydenham watershed is of global conservation concern for the persistence of these species (such as Fawnsfoot, Liliput, Rayed Bean mussels, soft shell turtles, and more), which only occur in one other location in Canada and persist in only a few locations in North America.

The Salamander Mussel is found nowhere else in Canada and is considered globally vulnerable.
The Northern Riffleshell population in the Sydenham River is one of only three remaining relatively healthy and reproducing populations globally.
Consequently, the Sydenham River is of global significance to the conservation of these species because they are listed nationally or provincially as Species at Risk and include species of global conservation and environmental

Biodiversity is the variety of life on earth. Richness in the diversity of species as well as the genetics of species is vital to the sustainability of this ecosystem. Everything in our ecosystem is interconnected from the insects to the fish and trees. If a part of this web becomes out of balance or lost, everything else will be affected.

Ontario.ca Land Use On or Near Landfills and Dumps: A guide for land use planning authorities on how to decide what types of land uses are appropriate near landfilled waste.
Section 5:4 Where significant impacts are encountered at or beyond 500 meters, the study area within which an assessment for any change in land use is recommended, shall be extended beyond the 500 meters
Areas set out in Section 5.3. “ Historical evidence in Ontario has shown that the maximum distance within which adverse effects could be experienced while a landfill is operating is up to 5 kilometers”

If the Provincial ministers knew this site is within 1 km from residential homes,( which may have been ok for minimal use in 1970’s - 50 years ago ) they must know this new landfill will adversely affect the health and welfare of this entire town of Dresden and have huge ecological impacts on the biodiversity of the surrounding lands..

Our infrastructure can not handle that many huge, heavy trucks on our roads, on a 24 hour, 7 days a week basis, so taxpayers will be footing the bill to continually have to repair these roads for York1 to use as well pay for water lines to their property for fire hydrants, because there WILL be fires.

This proposal for this site is unconstitutional and unsafe and probably illegal because of the way they have quietly gone about procuring this land without letting Chatham Kent or the province know what their true intentions are.
They purchased 150 more acres of farm land and expect Chatham Kent to rezone from agricultural to industrial for their use when it was never intended for a landfill of that size or any other landfill.

Leachate can contain high levels of ammonia. When ammonia makes its way into ecosystems it is nitrified to produce nitrate. This nitrate can then cause eutrophication, or a lack of oxygen due to increased growth of plant life, in nearby water sources. Eutrophication creates “dead zones” where animals cannot survive due to lack of oxygen. Along with ammonia, leachate contains toxins such as mercury due to the presence of hazardous materials in landfills.
Along with methane, landfills also produce carbon dioxide and water vapor, and trace amounts of oxygen, nitrogen, hydrogen, and non methane organic compounds. These gasses can also contribute to climate change and create smog if left uncontrolled.

Landfill are one of the causes of climate change and major health issues to the public.
Landfill sites are partially responsible for global warming as they generate and release biogas into the atmosphere. Biogas is a mixture formed primarily of methane gas (CH₄) and carbon dioxide (CO₂), two of the gasses that cause climate change and an increase in the planet's temperature. According to the ISWA report, if the current situation continues and we do not take action, landfill sites will account for 14% of greenhouse gas emissions by 2025.

Some of these landfills have degassing methods, which is an improvement over conventional landfills, but still has its drawbacks: degassing is usually performed after the landfill cell has been closed, so methane from the more readily biodegradable components will have already been released into the atmosphere before degassing occurs. Horizontal degassing projects that aim to capture methane while the landfill cell is still in operation achieve better results, but they can only capture a portion of the methane generated.

It has been documented that methane produced by waste from landfill sites can cause explosions and fires. This downside is more common than meets the eye, because the fires that occur are not regular fires with flames, but fires that occur inside the landfill.
Dioxin emissions from these spontaneous uncontrolled fires are also very harmful to the environment, not to mention the damaging effects they have on aquifers, whose waterproofing membranes are affected by the fire.

Landfill sites are often responsible for the contamination of soil and groundwater, as the contaminating materials (such as heavy materials like lead and mercury) that the stored waste may contain can spread to the soil and water near the plant.
Moreover, although it is not very common for waterproofing membranes to rupture, it has a devastating effect on the environment when they do.
Landfill sites have particularly negative effects on bird migration. Some birds feed from landfill sites , inevitably ingesting plastic, aluminum, gypsum and other materials that are common among waste, which can even prove fatal.

In addition, another of the dangers posed to birds by landfill sites is that they are altering their migratory activity. In recent years, there has been an increasing number of cases of species that have stopped migrating to the south and are instead choosing to nest in areas near landfill sites thanks to the endless food supply they provide. This is not only detrimental because, as we have seen, this can be a deadly diet for them, but also because their young already tend to ignore traditional migratory behavior, so the problem is exacerbated with each generation.
The release of methane gasses that emanate from landfill sites cannot be effectively controlled and, almost inevitably, reach nearby populations.
Property prices are reduced in areas located near to these waste stores, which further perpetuates the devaluation of disadvantaged areas.

Ontario needs more housing in this community, but all that is proposed is a huge Mega Dump instead of housing who are people most vulnerable.
What nobody is focusing on will be. property values will drop and everyone in Dresden will become very ill with cancers, and other major illnesses that come with living beside a garbage dump / landfill, because we all will be breathing in asbestos, and methane gasses as that is what is proposed in their own proposals.

This project can not happen this close to Dresden, let alone in this ecological paradise where there are so many endangered species already at risk.
Southwestern Ontario has inclement weather with high winds and a lot of rain.
That will flood leachate ponds and overflow into the Sydenham River.
Please don’t let this happen in this part of southwestern Ontario
What this proposal is, will be a new project site that doesn't have proper regulations in place for what York1 intends, so close to our homes, and having it this close to town will only cause death to this town, the people and the environment as well native species of endangered animals and aquatic life.

Doug Ford's Government Bill 197 states: Any application within the 3.5 kilometers from the Region’s boundaries, will have to be presented to the impacted local municipalities and the Region will be a stakeholder during the consultation process before any application is approved by the Ministry of the Environment, Conservation and Parks (MECP).
Further, the Regions usually have other projects, such as the Private Well Protection program and other safety measures in place.

Overall, the Region may be affected by the amendments to the Environmental Assessment Act if there is an adjacent municipality proposing a new landfill within 3.5 kilometers of the Region’s boundaries.
In which case, the provisions of Bill 197 give the Region increased power to object and have the result be, that the proposed new landfill project will not move forward.
York1 has proven they are not telling the governments or public the truth.

York has acted mendacious. They have lied to the province, the municipality of Chatham Kent and the residents of Dresden and been involved in Insurance fraud with Aviva Insurance as seen in their own paperwork.
How can they be trusted??
This proposed site boundary lies less than 1 km away from our thriving residential community of Dresden.

We are not even close to a major highway so trucks with high emissions can get to wherever they are selling the recycling parts they claim to deal with. They will have Sorted blue box materials, source-separated organics, asbestos-containing materials, tires, and soil, soil-like materials and excess soil, soil treatment/soil washing system for processing solid and liquid soil to recover sand and aggregate material construction and demolition waste.. 24 hours 7 days a week??? This is unheard of in such a small rural town as we live in

If this government wants to be re-elected, We beg the Provincial government to enact his own Bill 197 to save this town.
Our town has made it a point to let all of Canada know what is happening here and we are getting support from unions, environmentalists, Liberal and NDP parties all over Canada who all agree, Dresden is NOT the place for such a facility or landfill.

York1 has taken advantage of an old ECA to a closed property that was never intended for this property to be used as any type of landfill for what they intend to do, especially less than 1 km away from this town.
Dresden demands the province enacts Bill 197 to save this town.
