This is a good start. It is troubling that York1 didn’t have to undergo the full new ECA process BEFORE their previous two applications. I certainly hope that the ECA addresses the location, relative to the existing town, impacts to the environment as well as impacts to the community infrastructure and all those communities along the route to the proposed site, as it is quite certain that the construction waste will not be generated locally. Therefore, perhaps that ministry will also require alternate sites be considered, placing the recycling facility and landfill be placed closer to the source of the waste, or should the site be approved, restrict the scope of the project by reducing the throughput and restricting the trucking distance for the source of the waste to 150km radius from the site
