Please consider that taxpayers work hard for their money and try very hard to give back to their community in various ways. If developers want to build in our communities, they need to pay for that right and privilege, and that means paying the cost and not being subsidized for natural gas hook ups (new pipelines) in new areas. Why should the average person have to cover that cost (through subsidies) when the developers are the ones who will profit from this? They are choosing to build here, and the hook ups/new pipelines are a cost that they need to factor in to their costs.
