If the Conservation Authorities of Ontario follow the Conservation Authorities Act, which includes the right for an individual to request a review of a decision, then why do we need the Minister's office to perform reviews? Does an individual need to follow through with the review process set out in the Conservation Authorities Act before reaching out to the Minister's office? That is not clear. The Minister's review seems redundant and the only logical assumption is to give the Minister the right to override the Conservation Authorities Act.
