Regrettably this seems to remove in almost all cases the decision making authority from local Councils. Instead rights of appeal to the OLT will shortcut Council review, and giving the Minister the right to decide parking and lot coverage etc, again centralizes decisions with the Minister. Does the Minister really have the time and ability to address local concerns - or will this just be a one size fits all( which it never does )
