I am concerned that the proposed changes to the PPS will not likely result in more housing being built and, in fact, will contribute to significant environmental impacts that will be detrimental to future generations.
The proposed changes to make greenfield density targets optional need to be removed and existing intensification targets should be maintained or increased and made mandatory. Greenfield Intensity targets are important for efficiency, economical infrastructure and farmland preservation. Intensification in urban areas is the answer to providing affordable housing, close to public transit and with easy access to services and jobs.
Plans to allow two additional residences on every farm and permission for new subdivision developments in rural areas will result in permanent loss of farmland. The homes built in these areas will be unaffordable to the majority of people. These plans contribute to increased GHG emissions because of the car dependent communities that are created. Water and sewage services are expensive to provide when they are not close to major infrastructure. Private and partial sewer and water services in rural areas have been found to be problematic, dangerous and expensive to fix. Restoring concepts such as the Agricultural System and the Natural Heritage System for the Greater Golden Horseshoe can prevent further degradation of water, farmland and natural areas.
I agree that more housing is needed but it needs to be provided in a way that does not jeopardize the quality of life for future generations.
