I support the Provincial Planning Statement's strong language ( in Section 4.2 Water) that
1. Planning authorities shall protect, improve or restore the quality and quantity of water
And I like 4.2.3
Municipalities are encouraged to undertake, and large and fast-growing municipalities shall
undertake watershed planning to inform planning for sewage and water services and
stormwater management, including low impact development, and the protection,
improvement or restoration of the quality and quantity of water.
But, as a resident of a large and fast-growing municipality, whose upper-tier planning department did excellent work, in conjunction with our Conservation Authority, to protect, improve or restore the quality and quantity of water,
I deplore the fact that Bill 185 will make it impossible to implement 4.2.1
"the upper-tier municipality shall undertake watershed planning in partnership with lower-tier municipalities, including lower-tier large and fast-growing municipalities."
Does the left hand ever look over to see what the right hand is doing?
Or how the right hand is tying the left hand back?
Add to this the attacks on Conservation Authorities. It is hard not to despair.
