Updated regulations are badly needed, but regulations are useless without enforcement. I regularly see bikes, especially the ones that look like scooters keeping pace with traffic at 60kmh. And just because it has folding pedals on it to meet the letter of the law they are often nearly impossible to actually pedal any distance. I'd like to see a requirement to demonstrate pedaling a model distance of at least a kilometer maintaining a speed of at least 15kmh without power assistance. And while I hesitate to put barriers in place for low income individuals it might be time to put a liability insurance requirement in place. And registration.
