There are many efficiency standards, but they do not include thermal electric power generation. If generators are designed to supply heat and power, efficiencies can be increased from about 30% to 90%. Pickering Nuclear Generating Station could heat all of the GTA with minor modifications. Accordingly, by creating a thermal network, all of the GTA building heating could be decarbonized at possibly half of the cost of electrifying it with heat pumps. Technology is well established in all major Northern European cities and is a key strategy for decarbonization. The network suggested could also accept many other sources of heat, including surplus electricity, and the large thermal energy storage that is normally included can enhance load management for the electricity system.
