An Environmental Compliance Approval was issued for the operation of a waste transfer facility to accept and temporarily store Asbestos-Containing Material (ACM) wastes from the company's projects.
The service area for the site is City of Ottawa and surrounding area in Ontario. The site will receive a maximum of 20 tonnes of ACM per day and store a maximum of 20 tonnes at any given time. The waste will be stored in two enclosed sea containers. The hours of operation are 7 a.m. - 6 p.m., Monday to Friday, and 9 a.m. to 5 p.m., Saturdays and Sundays. The site is located on 0.33 hectares of land.
All ACM received at the facility will be double-bagged in six-mil polyethylene bags, which are waterproof and puncture resistant. These sealed bags ensure that no asbestos material is exposed to the environment, including potential contact with water. The bagged asbestos waste is placed inside fully enclosed sea containers, which are also sealed and designed to be watertight.
All asbestos waste at the site shall be managed in accordance with the Environmental Protection Act and Regulation 347 (specifically, but not limited to, section 17 of Regulation 347), and the conditions of the Approval.
Signage, worker training, use of personal protective equipment, spill and safety equipment, record keeping and reporting procedures were all reviewed and included as part of the Approval conditions.

If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application
You’ll need to mail your application that you prepared in step #1 to each of these three parties:

Inflector Environmental Services LP, acting by its General Partner, Inflector Environmental Services GP Inc. operating as Inflector Environmental Services is proposing to operate a waste transfer facility located at 6793 Hiram Drive in Ottawa.
This proposal is for an Environmental Compliance Approval (waste disposal site) for an enclosed non-hazardous solid waste (asbestos-containing materials) transfer facility that will be servicing the Ottawa and surrounding area. This transfer site is a 0.33 hectares property, where non-hazardous waste will be received on-site and will directly be transferred and deposited into two 40-yard enclosed shipping containers. The maximum quantity of waste delivered to the site on any given day is 40 tonnes.
The facility operates from 7:00 am to 6:00 pm, Monday to Friday, and from 9:00am to 5:00pm on Saturday and Sundays, year-round.
