The ministry has issued a new Environmental Compliance Approval to Crane Lake Discovery Camp for the construction of three new onsite septic systems for the youth camp, in addition to the two existing septic systems, located at 200 South Crane Lake Road in the Municipality of the Archipelago, Ontario. The approved sewage works consist of the following:
Approved sewage works
- septic system (#3),with a total design flow of 3,200 litres per day, consists of one 6,400 litre capacity septic tank and one trench type leaching bed
- septic system (#4) with a design flow of 1,600 litres per day, consists of one 3,600 litre septic tank and one trench type leaching bed
- septic system (#5) with a design flow of 10,600 litres per day, consists of three septic tanks, one grease interceptor, three pump chambers and one trench type leaching bed
Existing sewage works
- two septic systems (#1 and #2), each with a design flow of 1,600 litres per day, each consisting of one septic tank and one leaching bed.
The total daily design sewage flow is 18,600 litres per day.

Appeal process for decisions published before June 1, 2021
If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application

This proposal is for a new Environmental Compliance Approval for Crane Lake Discovery Camp for the construction of three (3) new onsite septic systems for the youth camp, in addition to the two existing septic systems, located in the Municipality of the Archipelago, Ontario.
- one new septic system (#3) to be constructed is to service a duplex consisting of (2) three bedroom staff houses with a total design flow of 3,200 litres per day. The system consists of a minimum 6,400 litre capacity septic tank with an effluent filter, and a trench type leaching bed with 96 metres of distribution pipe
- a second new septic system (#4) is to service a three bedroom staff house with a design flow of 1,600 litres per day. The system consists of a 3,600 litre septic tank with effluent filter, and a trench type leaching bed with 48 metres of distribution pipe
- a third new septic system (#5) with a design flow of 10,600 litres per day is to be constructed to service a 60 seat dining hall, a comfort station with toilets, showers and laundry facilities, and the existing maintenance building with 5 office staff and temporary staff accommodations (2 people). The system consists of a 13,650 litre septic tank with effluent filter at the dining hall as well as a 2,950 litre grease interceptor, and a 2,400 litre pump chamber with 1/3 h.p. effluent pump, and forcemain flowing to the septic bed dosing chamber
The maintenance building is serviced with a 3,600 litre septic tank with effluent filter and a 1,200 litre pump chamber with 1/3 h.p. effluent pump and forcemain flowing to the septic bed dosing chamber. The comfort station is serviced with a 9,000 litre septic tank with effluent filter, which flows by gravity to the septic bed dosing chamber. The septic bed dosing chamber is a 4,500 litre pump chamber with dual alternating 0.4 h.p. effluent pumps, dosing the septic bed with 1908 litres of effluent per dose. The septic bed is a trench type leaching bed with 318 metres of distribution pipe.
