This proposal is to amend Environmental Compliance Approval (waste disposal site) No. A440109 for a 4.128-hectare non-hazardous solid waste transfer and processing facility located in the City of Brockville, United Counties of Leeds and Grenville.
The facility is approved to receive, sort, and transfer waste from residential, industrial, commercial and institutional generators.
The maximum quantity of waste delivered to the site 500 tonnes daily and 182,500 tonnes annually. The maximum waste storage capacity of the facility is 1,612 tonnes.
The facility current operates from 7:00 a.m. to 7:00 p.m., Monday to Saturday year round, and is proposing to modify the operation hours to 24 hours a day, 7 days a week. Other proposed modifications include:
- increase the daily inbound and outbound volume from 300 tonnes per day to 500 tonnes per day
- permit the temporary (maximum 2 years) storage of recyclable waste on site
- increase the volume of white goods (large household items) permitted to be stored on site from one container to 30 containers
- increase the volume of electronic waste received from one container to two containers
- increase the volume of sorted electronic waste temporarily stored awaiting shipment to 50 pallets
- increase the number of containers located in the Public Drop-off Area, for the receipt of innocuous recyclables from six to eight containers
- permit outdoor public drop off of waste in up to three 40-yard roll-off containers
- permit outdoor public drop off of bagged waste in up to two 4-yard front-load containers
- increase the number of bales permitted to be stored outdoors from 50 to 150
- permit the bulking and temporary storage of waste glass in the dedicated glass bunker
- permit the use of two enclosed 50‐yard compactors for the bulking and temporary storage of Material Recovery Facility (MRF) residues
- permit a bunker for the receipt and temporary bulking of innocuous construction debris, such as concrete, rubble, brick and clean wood waste
- permit a bunker for the receipt and temporary storage of leaf and yard waste
- permit up to two 40‐yard roll‐offs for the temporary storage of solid, non‐hazardous waste telephone poles and railway ties to ensure efficient shipment
