On behalf of BECC Modular, we are pleased to submit our comments regarding the proposed amendments for accessory residential units (ARUs), posted on September 23, 2024.
We are highly supportive of these important and timely changes. In particular, we are encouraged by the potential they offer to expand the construction of ARUs, such as garden suites and laneway homes, across the province. As a leading modular housing manufacturer, these reforms would allow us to better meet Ontario's growing housing needs and offer more affordable solutions to homebuyers.
Current restrictions—such as maximum lot coverage, floor space index, minimum lot size, and building distance separation—often limit the feasibility of ARUs, leading to more costly and less practical custom solutions. With the proposed building allowances, we envision greater flexibility for homeowners and developers, without compromising the quality of living spaces. Much like in other progressive jurisdictions, such as California, we expect that many homeowners will opt for high-quality, single-storey ARUs that are efficient, well-designed, and cost-effective—many of which would be manufactured right here in Ontario.
Another key issue we appreciate the Ministry addressing is angular planes, which pose significant challenges to ARU construction, especially when adding second-storey options. In many cases, such requirements make building a second floor impractical and increase costs through the need for custom designs. The proposed changes will help streamline ARU construction, making it easier to design homes that meet local needs while maintaining cost efficiency. Also, the more flexible regulations will allow us to offer standardized, beautiful designs that focus on high-quality materials and finishes, enhancing the overall look of established neighborhoods.
An example of this is our Ikkonic line, which exemplifies how beautiful ARUs can be achieved through smart, thoughtful design choices. Rather than being constrained by architectural shape requirements, Ikkonic plays with depth, shape, façade materials, and innovative design to add color, depth, and character to each build. By leveraging these effective design elements, we provide homes that are visually appealing, yet simple in structure, which aligns well with the proposed reforms and the desire for gentle density that respects the character of established neighborhoods.
As manufacturers of volumetric, steel-frame modular homes, we are particularly excited about the broader implications of these amendments. By increasing the number of sites suitable for modular builds, we can significantly reduce on-site construction times—from months or even years to just weeks. This approach minimizes disruption in established neighborhoods and delivers thoughtfully designed homes that blend seamlessly into the community.
Beyond the technical benefits, the human impact of these changes cannot be overstated. These reforms could enable a young family to remain in the community where they grew up or allow seniors to stay close to loved ones by transitioning into an ARU designed for their needs. We have spoken to many Ontarians who wish to downsize into an ARU on their own property while renting out their primary home yet have been unable to do so due to the current regulations. These changes would not only address housing needs but also foster stronger family connections and community ties at crucial stages of life.
In closing, we believe these proposed amendments represent a thoughtful and forward-looking approach to addressing Ontario's housing challenges. We are excited to see how they will benefit communities, homeowners, and the broader housing market, and we look forward to continuing to support this effort in any way we can.
