Having to justify the impact of a bike lane on vehicle traffic is backwards thinking. If bike and pedestrian infrastructure causes those things to be more desirable and driving less so, GOOD, that's the point.
Cities should be for people, not cars. If any of our municipalities are competent enough to pursue anything on that agenda, which is already embarrassingly rare, the province should stay out of their way at a minimum, and ideally support it, not worry about cars.
