The addition of highway lanes does not solve the issue of traffic. Bike lanes both support pedestrian mobility and mobility for those without the ability or desire to use cars. Reducing the ability for municipalities to add bike lanes will likely lead to a decrease in desire for the construction of new lanes.
The provincial government and MTO should continue looking into developing public transit infrastructure to the point of reducing gridlock and road traffic.
