The Bill 4, Cap and Trade Cancellation Act, 2018 should not be adopted by Ontario Parliament.

It is unfathomable that individuals in a leadership position, such as the current Ontario PC Government, would cancel any program, much less the Cap and Trade Program in particular, without new plans in place. Ontario (and Canada) needs strong climate strategies in place now – programs that reduce our climate pollutions, mitigate and adapt for the ‘new normal weather patterns’ and support organizations in creating and implementing innovative solutions to energy & natural resource supply/demand.

All successful projects advance through 3 distinct stages; planning & implementation, operation and maintenance, transition and wind-down. Each stage takes time, management and leadership for success.

The Ontario PC Government, by implementing Bill 4, submits to Ontarians that it is not necessary to provide strong management procedures. They claim the additional costs and confusion caused by barring the Cap and Trade Program progressing through an orderly transition and wind-up period is not ‘a problem’. And it is suggested that there will be ‘no problems’ implementing a replacement environmental plan (that works, R Phillips). It is as if the timeline for transparent & consultative planning and implementation process, for the Ontario PC’s new plan, is not actually being prepared for – and this bodes badly for Ontario’s ability to protect its citizens from threats to health and safety.
