This proposal is inadequate for a permanent facility.
Tarps and tires for managing long term storage provides insufficient protection against contaminated rain water runoff This site is also near the environmentally sensitive Sydenham river which contains several species at risk.
As a minimum it needs to be a totally enclosed facility that would allow for containment and monitoring and any necessary treatment of storm water prior to controlled release to the environment. This would also facilitate public reporting and accountability.
