To whom it may concern, I am writing to voice my concern about the proposed fertilizer/biosolids facility located near Kerwood On.
My main concern is the safe and effective water runoff management. I do not believe that a silage tarp with tires will do it any service, especially with increasingly unpredictable weather. I am a farmer in the area and use silage tarps frequently, and know that no matter the amount of sand bags you use the wind still manages to pick them up and take them off. I believe that this sort of facility requires a permanent roof. With a span of just shy of 50', it seems reasonable to expect a fixed and permanent roof. If the concern is the cost of construction i am sure a solar array fixed to it would more than pay for the construction and then some.
If the project is to go through as it is now, I'd like to see a comprehensive plan to stop the effluent from running into the Sydenham river. With appropriately sized settling ponds and plenty of vegetation to absorb excess nutrients.
In conclusion, i am a concerned citizen of the area, and i would like to see the facility be serious about stopping polluted rain water running into our environment. Ideally by constructing a permanent facility with concrete floor, walls and a roof, to prevent any rain water entering the facility and running off into the river, or seeping into the ground water.
