The identification of specific bike lanes to be removed without the due processes set out in the legislation seems to contradict the statement that "Approval will be based on a set of specified criteria, to be set out...". Further, a statement is made that the minister will consider enviromental values, but the removal of the specified bikelanes will be specifically exempt from enviromental accessments. The over arching criteria - to "to get people and goods out of gridlock and save drivers and businesses time and money."- would seem predeterminate.
I would suggest the Minister of Red Tape look at this legislation. The municipalities have much more expertise and understanding of local traffic issues than the provincial authorities. They also are much closer to the needs of their populations, are atuned to local BIAs and local concerns, more so than the province.
