The consensus from the general public is that the program has run its course and is no longer needed. Having worked with the Drive clean program since its inception, I know that is not true. The program has changed and evolved but many of the issues still have not been addressed.

The most common issue being Evaporative Emissions. If we were to scan our database, we would find the majority of vehicles we have been testing will show a Not Ready Monitor regarding Evaporative Emissions. How is it possible that if a vehicle has been driving for a minimum of two years since its last Emission test, that the Evaporative Monitor has not run. Once a Monitor runs, the only was it can go to a Not Ready State is by clearing the Monitors, either by using a scan tool or sometimes disconnecting the battery. Why would this be done to so many vehicles unless there was an issue with a MIL coming on.

Many consumers have been told that if the MIL comes on due to an Evaporative Emission issue, it is nothing to worry about until it comes time for your biannual Emission Test. Hydrocarbon vapours cause known issues. We need to enforce the program to keep our environment clean.
