This proposal seems to make sense but leaves some things vague.
With that in mind I am wondering what improved on-road enforcement as outlined in the following quote from the proposal would entail.
"The ministry still requires that motorists maintain their vehicle's emission control systems and will support this through improved on-road enforcement of all vehicles on Ontario's roads."
1. How would it be enforced?
2. How would this enforcement be funded?
3. What penalties if any would be the result for failure to meet emissions standards?
4. What would prevent auto producers from meeting current standards in the future?
5. What programs, if any, would be put in place to ensure auto producers are meeting and striving to exceed current emission standards?
