There is not enough information to show what qualifies as a "demand".
I worry that this is reactive, impulsive, anti-Wynne, anti-environment legislation.
My understanding is that a nuclear power plant may wind down soon in Ontario, creating an energy deficit. Demand may be in the future, and it may be worth planning for this if there is capacity to build now.
Could you not sell this electricity elsewhere if there is oversupply? Especially if it is renewable energy?
